1. Who was the project sponsor for options for change project?

The Chief Fire Officer. 

2. Who was the options for change project manager?

The Options for Change Programme Manager was Assistant Director of Transformation, and an Area Manager.

3. Who were the members of the project team?


Options for change team consisted of; Director of Transformation, Programme Manager (Assistant Director Transformation), Business Change Manager (Area Manager), Programme Support Officer, Subject Matter Expert – Operations, Subject Matter – Human Resources & Organisational Development, Business Analyst.

4. How control was to be exercised within the project and what reporting and monitoring mechanisms were in place to support that.

Governance, assurance and control roles were undertaken by Essex Fire Authority Members and the Senior Leadership Team at the time. The gateway approval role was undertaken by the Service Solicitor who was employed during that time.

Please note that the ‘options for change project’ was not a project. This was the work that was undertaken ahead of the previous Integrated Risk Management Plan and ahead of the initiation of Programme 2020. For the purpose of this response, we have taken an assumption that the FOI relates to this period of work.
