We can confirm that Essex County Fire & Rescue Service does hold the information you have requested.

Question 1 – Please may you provide me, in Microsoft Excel or an equivalent electronic format, with a list of invoices that were not paid within 30 days for the last 6 financial years (2017/18 to 2022/23 inclusive) which would feed into the Regulation 113 Notice you are required to publish each year as part of your obligations under The Public Contracts Regulations 2015, with the following information for each invoice (where available):

The name of the Supplier

Supplier email address

Supplier company registration number

Supplier postal address

Supplier telephone number

Supplier website

The date of the invoice

The invoice reference

The gross value of the Invoice

The date the invoice should have been paid by

The actual payment date of the invoice

The total amount of interest liability due to late payment of the invoice

The total amount of interest paid to the supplier due to late payment of the invoice.

 

I can confirm that Essex County Fire & Rescue Service does hold this information, however the information is exempt from disclosure to you.

The exemption applicable to the information is: Freedom of Information Act 2000 (legislation.gov.uk) Section 12 of the Act - Exemption where cost of compliance exceeds appropriate limit.

I can confirm that Essex County Fire & Rescue Service does hold this information, however from our preliminary assessment, we estimate that compliance with your request would exceed the appropriate costs limit under section 12 of the Freedom of Information Act 2000.

This is currently £450. This limit is calculated 18 hours of work at a cost of £25 per hour.

The information you have requested is not available because to interrogate the records requested – estimated to be in excess of 100,000 invoices, would involve over 20 hours of work.

This would take the request over the cost limit detailed above. 

Therefore we will not be complying with this part of your request.

In accordance with the Freedom of Information Act 2000, this letter acts as a Refusal Notice in respect of this part of your request.

Under section 16 of the Act, Freedom of Information Act 2000 (legislation.gov.uk) Duty to provide advice and assistance.

Unfortunately, we are unable to offer any advice on how your request can be refined to bring it under the costs limit.
