Questions and final response:

Please can you provide me policy evidence that shows that your service pays a separate housing allowance, that is, or is not pensionable, to your day crew firefighters in ECFRS.

We do not record this information in a policy format only in contracts. The rationale behind the payments being pensionable or non-pensionable is that whilst it does not fit the criteria for Rule G1 under the FPS 1992 as it is not a payment for work done or to be done, it enables the work to be done, but this is not the same thing as work done or to be done. Whereas it does meet the criteria for pensionable pay in the FPS 2006 and FPS 2015 as they are both “permanent emoluments”.

Day crewing- own accommodation

• A rent allowance of £ * pa, and

• A fuel and light allowance of £* pa

These are non-pensionable in the Firefighter’s Pension Scheme 1992 (FPS 1992), but pensionable in the FPS 2006 and FPS 2015, if paid on a permanent basis.
